Elevate is one of nine Housing Market Renewal pathfinders, charged with revitalising failing housing markets in former mill towns in what is now called Pennine Lancashire.  The project began in 2003 and will last 10 to 15 years.  To date, Elevate has attracted £317million of government funding to the housing market renewal programme and levered in another £13million of additional public sector funding to the area. To bring about and sustain more balanced housing markets requires understanding and activity on a wider agenda.  Elevate is working with a broad range of public and private sector partners – including the local authorities of Blackburn with Darwen, Burnley, Hyndburn, Pendle and Rossendale, and Lancashire County Council - to improve economic, environmental and social prospects for the area to make Pennine Lancashire a place where people choose to live, work, visit and relax. Underpinning the success achieved so far is a talented, committed, enthusiastic and knowledgeable team working together to make things happen. 

Much progress has already been made, and Pennine Lancashire is now positioning itself as the Pennine playground of the North West region.  The key partners are committed to working together to re-shape the area, building on its excellent natural assets, encouraging new investment in housing stock and in the economy, and improving the connectivity to other growth areas.

Elevate are currently recruiting for a Sustainable Construction and Purchasing Manager  to manage the relationships with the five Local Authority partners for all purchasing activity of the Elevate East Lancashire housing market renewal programme; to ensure all purchasing is compliant with Elevate’s procurement strategy and achieves Elevate’s overall objectives and outputs in line with the Government’s Best Value agenda. Additionally the post holder will promote the principle of sustainable construction and ensure that best practice is applied in both the procurement of works to improve the housing stock and the new build programme.

Experience

Procurement knowledge and experience of project management is essential in this post. The post holder must be able to communicate effectively with and engage key stakeholder. Ideally the post holder will have a background in or knowledge of procuring in a construction or housing environment and will be able to identify sustainability of materials being used by suppliers.

The Person

It is important that the candidate is able to identify good value for money and have an awareness of public sector procurement including a working knowledge of OJEU. This role is primarily a stand alone role reporting in to the Commercial Director. The Commercial Director requires this post holder to be self sufficient, self motivated and driven. The post holder will be required to present initiatives which offer good value for money and produce high quality sustainable housing to local partners and key stakeholders.

Ability to advise on strategic issues relating to purchasing An innovative approach to problem solving High level of communication and presentation skills Ability to understand and interpret financial and management information Ability to manage relationships at various levels. i.e. partner local authorities, suppliers etc An effective negotiator with prove negotiation skills E-procurement An understanding of OJEU procedures MCIPS (or equivalent industry experience) Educated to degree level
